The City School
District of Albany Board of Education has appointed
Eagle Point Elementary School Principal Kendra
Chaires-Francis to serve as the new principal at Philip
J. Schuyler Achievement Academy.
Chaires-Francis has worked in the
district since 2002, beginning as a special education
teacher. She served as principal at Eagle Point
from 2009 until now. Please welcome her to the Schuyler community
when you have the opportunity!
Opened in 2004, Schuyler Achievement
Academy was one of the first projects completed in the
City School District of Albany’s sweeping plan to
rebuild or renovate all its elementary and middle
schools. This modern, award-winning facility is a blend
of the school most recently known as Opportunity School
21 and a new structure added to enlarge the school.
The school's "full-service"
model allows it to take care of
children’s academic needs as well as provide a range of
health and wellness services. These services include
mobile dental health services through our
partnership with St. Peter's Hospital and Ronald
McDonald House, and
school-based health services through our partnership
with Whitney M. Young Jr. Health Services, in addition
to mental health and other wellness services.
At the end of the 2015-16 school
year, Schuyler students created a video to tell the
world about their commitment to excellence.

The City School District of Albany and
Philip J. Schuyler Achievement Academy, in partnership
with the school's Community Engagement Team, have been
working since the beginning of the 2015-16 school year
to meet the requirements of New York's new
"receivership" law. At that time, Schuyler was one of
144 New York schools that met the definition of
“struggling” or “persistently struggling” under the new
law. Schuyler was designated a struggling school because
overall student performance on state tests significantly
lagged behind other schools in the state for more than
The school has until the end of the
2016-17 school year to show progress. The state has set
"demonstrable improvement" guidelines for each school.
If a school does not meet those goals during the
allotted time, the state will require the district's
Board of Education to appoint a state-approved outside
receiver, removing the district’s ability to control
future decisions about the school.
Please visit our
Receivership section for complete updates on
Schuyler's efforts to meet these goals during the
2015-16 and 2016-17 school years.
